Social insurance

One of the objective factors in the development of society is the need for material support of individuals who for some reason do not participate in social activities and can not be at the expense of payment for work to support their existence. For the maintenance of the members of the society directed gross product created specifically segregated society for this purpose. In the context of the functioning of commodity-money relations, this part of the social product is used through the formation and use of certain cash funds. Thus, social insurance - a system of relations, through which funds are generated and spent funds for material support of persons who do not have a physical disability or dispose of, but are unable to implement it for different reasons. Organization of social insurance is based on the following principles:


• personal responsibility - workers themselves are involved in the financing of the insurance payout is dependent on prior contributions of employees and their length of insurance;

• Solidarity - employers, workers and the state take financial participation in insurance, providing their contributions to financial assistance (upon the occurrence of insured events) poorer;

• Organizational government - management bodies of social insurance is carried out by authorized representatives of workers and employers, strengthening solidarity between the two social entities and insurance communities, making the social security system "transparent" to the public, contributing to social stability, the formation of democratic consciousness of the population;

• universality - social insurance applies to the widest circles of those who need it, which is reflected in the legislative guarantees securing the rights of the insured, the order of the relevant payments and provision of services;

• mandatory (compulsory) social security, regardless of the will and desire of employers and insured, which finds expression in the mandatory (by law) payment of insurance premiums employers and employees, as well as in certain cases, and the government (from the state budget;
